STRATFEED problem


Problem: European Mad cow epidemic BSE

 

The production of animal feed is one of the most important sectors of activity in agriculture. Around 120 million tons of feedingstuffs are annually produced in the EU. After different crisis and amongst others, the "mad cow" epidemic that emerged in 1986 and suddenly revived at the end of 2000, the emphasis was placed, no more on the productivity but on the protection of human and animal health. Between 1988 and 2005, 189000 cases of BSE were acknowledged throughout the world with about 97% of the cases in UK, 2.9% in the rest of the EU and only 0.1% in the rest of the world, among others in North America and in Japan.

Impact on human health in Europe: nvCJD

 

To date, scientific community widely agrees with the prion hypotheses to explain transmissible spongiform encephalopathies including Creuzfeldt-Jakob disease (CJD) and all the BSE related pathologies. The human susceptibility to BSE is supported by a set of indirect evidences. The human BSE form (called new variant Creutzfeldt-Jakob disease (nvCJD) and his clinical aspect are similar to CJD. As consequence of the "mad cow" epidemic, the nvCJD outbreak has killed at the date of 1st August 2005, 150 peoples in UK. From then, a better quality control on feedingstuffs has increased the safety of food supply with respect to the BSE problem and has led to significant healthcare benefits in the European Union. At the same time, it has as objective to rebuild the consumer confidence in safe and high quality European livestock production.

Measures of the European commission

 

In order to avoid a further spread of BSE and his human form nvCJD, the European Commission has taken several actions. The most important measure was the Commission Decision 94/381/EC of 27 June 1994 amended several times, stating the prohibition of the use of proteins derived from all mammalian tissues in feedingstuffs destined for ruminants. Conjointly to the Commission Decision 96/449/EC of 18 July 1996 about the heat treatment system for processing animal waste, this Commission Decision 94/381/EC is vital to eradicate BSE and to avoid the possible risks to human health. This measure was taken as MBM ingredients are pointed out as the major source of transmission of BSE agents. Recently, on 3 October 2002, a European regulation laying down health rules concerning animal by-products not intended for human consumption was approved. In addition the regulation introduced the ban of intra-species recycling (the practice of feeding on animal species with proteins derived from the bodies or parts of bodies, of the same species).

Economic impact in the European union

 

The economic impact of this measure arises from the large quantities of animal slaughter by-products and wastes that must be safely utilized as nutrients or disposed of with minimum environmental aspect. Sixteen million tons of by-products are produced annually in the European union. A total ban on use of MBM at a European level would incur enormous costs of disposal and replacement of animal protein by plant protein. The ideal economic and environmental solution is to utilize animal meal in feeds but with strict control measures by methods, designed and enforced to ensure safety through thermal processing and species barriers which minimize or eliminate disease transmission risk.

European initiative: STRATFEED project

 

 

To contribute to the implementation of the Commission decisions and to reduce the economic impact of a total ban on use of MBM, it was clear that a research project at the European level had to be built: STRATFEED answers to those European needs. The European added value of the STRATFEED project in term of expertise and resources is coming from the cooperation of 10 partners and 3 invited partners coming from 8 European countries and including research centres, universities, official laboratories and industry. The experience of the participating labs, the critical mass joined, the cooperation between the different labs, the multidisciplinary approach and the European dimension of the consortium contributes to compare the existing methods intra and inter techniques, used in each country, to extract the best to elaborate new protocols harmonized and new strategies at the European level.

STRATFEED objectives

 

The objectives of the STRATFEED project are to provide tools and methods harmonized at the European level to detect and quantify MBM in feedingstuffs, usable in any lab involved in the quality control of feed as well as in the antifraud. Beside the microscopy which is the classical method for identification, 3 new techniques are studied in this project in order to provide innovative protocols: NIRS, NIRM and PCR. To support the development of those methods, a European samples bank has been built. The wide range of products available as well as the different origins of the samples collected offers to the labs a high valuable source of materials to develop and to test the suitability and the performance of their methods. To manage all information and data produced by the project, a global computer system, Internet based, has been developed, including microscopy pictures and spectra database, query modules to explore the data and decision support system for classical microscopy.

STRATFEED results

At the end of the project, the results can be summarized as follows:

 

The samples bank includes 833 feed ingredients (MBM, poultry meal, cattle meal, pig meal, ovine meal, fish meal) and 1644 compound feeds (poultry feed, ruminant feed, pig feed, fish feed, dog feed, rabbit feed) stored under the best conditions for a long conservation.

 

 

The classical microscopy workgroup has created a harmonized checklist for the detection of MBM in feed at a level < 0.1%. A microscopy pictures library has been produced and a Decision Support System (ARIES) has been developed to help the analyst in the identification of bone fragments. An ARIES release is commercially available. The new STRATFEED protocol has contributed to a new version of the official method published as Directive 2003/126/EC

 

 

The PCR workgroup has demonstrated that adapted procedure allows to detect MBM at low level (< 0.1 %) in feed treated at high temperature. Different targets species specific have been developed and the in-house validation procedure has been initiated. The results show clearly that the detection and the identification of species at low level is possible.

 

 

The NIRS workgroup has installed a network of STRATFEED NIR instruments and has constituted a large European bank of infrared spectra of feed ingredients and feedingstuffs. The results show that this technique is able to detect adulteration of MBM at 1% in few minutes. They indicate that NIRS could provide the feed industry and inspection bodies with a fast screening method for detecting the contamination of compound feed with animal by-products. NIRS could provide the first line of defence in the food chain and enable more costly methods to be used more productively on suspect specimens.

 

The NIRM workgroup has constituted a wide spectral bank and has demonstrated that this technique is able to detect low addition of MBM (< 0.1 %), gives an indication of the main animal species present in the sample and allows to quantify the adulteration. These alternative techniques have been also tested to detect MBM in fishmeal. A ring test will be organised between several laboratories having the adequate instrument.

 

The global computer system offers to the user:

- A public web site with general information on the project and an access to the results produced by the workgroups.

- A private web site with confidential documents about the project.

- A STRATFEED explorer allowing to the user to query the STRATFEED database including all information about the samples in the samples bank and the 1st data obtained with the new methods. -- A STRATFEED decision support system for classical microscopy giving to the analyst a first approach in the identification of bone fragments.
